I have used following techniques shown below in this 3ds max tutorial.
[1]-Choose the rectangle and create rectangle with the following size


[2]-Convert the rectangle into the editable spline

[3]-Now select the vertex and fillet with the amount of 19.0


[5]-Convert the object into the editable poly now select the vertexes like me


[6]-Drag the vertexes like me

[7]-Create box with the following size and place like me


[8]-Convert the box into the editable poly now drag the vertexes like me


[9]-Apply the mesh smooth modifier with the amount of 3.0


[10]-Create cylinder with the following size and place like me


[11]-Switch to the boolean now boolean the cylinder like me


[12]-Make the materials like me

[13]-This is the final result
