Let's make some Text on a electronic wavy background using wind effect.
1. First of all open a new document. I am going to use
400 by height 200 but you can take any size depending on your
requirements.
2. Here with the help of Text Tool type some words.
3. Now here with the Rectangular Marquee Tool, create a
rectangle, and after that select a new Layer in the Layer window. Now
fill the color with the Gradient Tool, as you can see in the image
below,and deselect[ctrl+D].

4. Here Double click on the Text Layer > select Stroke size-3 and opacity-100 and then click ok.
5. Now the Text will look like this, as you can see in the image below.
6.Now select Layer 1 > select Filter > select
Stylize and then select Wind. Make the selection as shown below. Press
ok when done. Try to play with different method and variation. Lets see
what you come up with.
7. Now the Text will look like this. Take a look at the image below.
8. Here first press ctrl and click on Text Live, to make Selection.As shown below.
9. Now the selection will look like this.
10. Now in Layer window select a new Layer 2.
11. Here with the help of Gradient Tool fill the color, and deselect.
